Phase 4: Partnership Details - Pitt & Partner Agreement

Phase 4 involves multiple discussions between the PA and Pitt stakeholders as well as the PA and the potential partner. This phase is the process by which all details of the arrangements are presented and agreed upon. If specifications cannot be agreed upon or if the collaboration changes in scope, it may be necessary to return to the earlier phases

  • Update partner that internal process was approved.
  • Update any internal leaders on progress so far, if needed.
  • Begin process of negotiating the terms of the agreement with the partner.
  • Re-examine any necessary administrative, academic, financial, and other resources needed based on conversations with the partner. This will also involve a review of logistics including academic calendar comparisons, review of enrollment periods and timelines for travel documentation, among other necessities depending on the project scope.
  • GP&E Team meets with Trade Compliance, and/or Office of University Counsel, when needed during these conversations.
  • PA reconnects with the PittGEO Office, if needed, to update on progress and discuss any further details as related to undergraduate and graduate mobility.
  • Revisit the risk assessment to review any updates/changes since Phase 1. Changes may be required due to a shift from the original project scope or fluctuating political climates and travel restrictions.

For standard agreements:

  • The Director of Global Partnerships will provide the PA with a standard agreement.
  • The PA will make the operational and logistical changes to the agreement that are specific to the PA’s proposed partnership. At times, these changes may be made by the Director of Global Partnerships on behalf of the PA.
  • The Director of Global Partnerships will review those changes and will make any legal or additional changes.
  • Once the PA and the Director of Global Partnerships are ready, the drafted agreement is sent to the Office of University Counsel for reviewal.
  • Once the Office of University Counsel responds with their feedback, the proposed agreement is sent to the partner for reviewal.

 

For non-standard agreements:

  • For non-standard agreements, the Director of Global Partnerships will call a meeting between the PA’s Director, the PA, and OUC to have a conversation around the agreement to determine what the agreement will look like and include.
  • Once a non-standard agreement is drafted, the proposed agreement is sent to the partner for reviewal.

 

Note: Program and logistical changes are never made on an agreement without prior consultation with the PA.

  • A cyclical process will occur where the agreement is reviewed by the partner institution and Pitt. Edits are put forward and reviewed, changes are made to the agreement, and the updated agreement is reviewed again by both the partner and Pitt until a final document is agreed upon and is ready for the signature process.
  • Agreements that need to be processed through the Office of Sponsored Programs are required to be sent through the OSP for signature approval.
  • It may be necessary for this process to return to an earlier phase if the project changes scope or requires additional negotiation. If an agreement cannot be reached prior to the end of a MOU, a renewal of the MOU can be generated to continue discussions.
  • All final agreements must have approval from the Office of University Council.
  • The signature process and execution of the agreement will be discussed in Phase 5.
